Because the two movements connect without pause these are combined into one arrangement. I believe if desired one could play only the fourth movement from the midpoint.
The Scherzo is brief but demanding, especially during the fugal second theme. Tempos taken should be determined by the skill of the players. Once again conducted in one beat per measure, the challenge will be re-entrances of the winds. The brass are declamatory in the opening measures.
The Scherzo settles down after the fugue and diminishes away with a timpanic pulse. This diminishment then turns the corner and opens up into the 4th movement march in triumphant C Major. The march is written in 4/4 but it should be conducted in two and felt in cut-time by the players. This finale is a fun driving piece with flourishing runs for woodwinds and emphatic moments for brass.
Beethoven briefly reintroduces the scherzo in the middle of the finale – once again using the motif of the opening movement. Another build led by the pulse of the timpani back into the march takes place. The return of the march is identical to the opening of the 4th movement. And before it is all over Beethoven adds a coda section that is also conducted in one beat per measure. The ending is so conclusively C Major it rings for the last 16 measures. You can purchase the movements separately or the whole symphony for a reduced price.
